I found this strange terminology "spurious Local Minima" in many research papers including https://arxiv.org/pdf/1712.00779.pdf
Heuristically, I interpret this as a local minimum which does not perform well. However, I couldn't find the precise definition of this.
So I am looking for some references which define this definition formally.
Any answers/comments/suggestions will be very appreciated.

It’s used to mean a local minimum which is not also a global minimum.
