In the inserted figure, the high-lighted sentence said that the inequality $theta$(s)$le$ $tildetheta(S)$ gives an effect to the first inequality.
But I don't understand this logic.
As in the page 6 of the paper
Duan, Runyao; Severini, Simone; Winter, Andreas, Zero-error communication via quantum channels, noncommutative graphs, and a quantum Lovász number, IEEE Trans. Inf. Theory 59, No. 2, 1164-1174 (2013). ZBL1364.81059,
I guess the first inequality in the figure may be shown by using Stinespring dilation.
Why can the logic in the figure hold??
(Here, the $theta$-function means the Lova'sz $theta$-function.)
